What Is a Closed Session, and Why Does Fairfield City Council Hold Them?

If you look at a Fairfield City Council agenda, you will often see a “Closed Session” listed before the public meeting begins. Residents sometimes ask me what happens behind those doors. It is a fair question, and transparency matters to me, so here is a plain-language explanation.

The Brown Act Keeps Government Open

California’s Ralph M. Brown Act requires city councils to do their business in public. Agendas must be posted in advance, meetings must be open, and residents have the right to comment. Closed sessions are the narrow exception, not the rule.

What Closed Sessions Can Cover

State law allows a council to meet privately only on specific topics, such as:

  • Pending or potential litigation, so the city can get candid legal advice without weakening its position
  • Labor negotiations with employee groups, so the city does not negotiate against itself in public
  • Real estate negotiations over the price and terms of buying or selling property
  • Certain personnel matters, to protect employee privacy

How You Stay Informed

Closed session items still appear on the public agenda, and residents can comment on them before council goes into closed session. When the council takes certain final actions, such as approving a settlement or a contract, those actions are reported publicly.

My Commitment

Since December 2022, I have attended 55 closed sessions. I take them seriously because the decisions made there, from legal settlements to labor contracts, affect the city budget and the services you rely on. I will always push for as much openness as the law allows.
